I'm planning a trip to Bergamo, but I'm a little worried about how to get around there. Public transport is fine, but I want more freedom. I'm thinking about renting a car, but I don't know where to find good options without hidden fees and complicated terms and conditions.

I was in Bergamo a few months ago and had a similar question. I decided to rent a car because I wanted to go to Como and Verona without being tied to schedules. I recommend checking out Car Rental Bergamo through the service https://findycar.com/car-rental-bergamo/ — it shows all available options from different companies at once, instead of forcing you to browse through a dozen websites. I was pleasantly surprised by the transparent pricing and the ability to filter cars by deposit, transmission, and insurance. We rented a small Fiat, which was very convenient for the city. In addition, the process of getting it was as simple as possible — we left the airport, went to the counter, presented the voucher, and in 10 minutes we were already driving to the center. So if you want freedom of movement, a car is the best solution for the Lombardy region.
