Each developer has a price for their work and time, This guy sent you a complete source, everything is fine there.
But first you should ask if your language is supported or use some files free from him to check that everything worked correctly.

Now, no one works for free and no one wants to give away their money.
My suggestion for someone to code is being clear with what you want to and ask for a budget and only pay 50% and the other 50% when you see the work is done.

some guy here in forum trying to message me  asking the unicode for korean and  im thinking that your developer does'nt have the offsets for 1.06E and im 9999% sure they dont know how to code and just a copy paste HAHAHA
because me,kosh,takumi or louis have only its offsets for 1.06E and 1.05G :)
