Hola man Agradesco tu ayuda. pero el archivo no se encontraba en la hubicacion que me diste ni con ese nombre.
Buscando a fuerza bruta lo encontre en: C:\MuServer\SCFData\PointsShops\WzShop   El archivo: SCF_CashShop.ini u opcion de configuracion. En la primer linea la cambie de 0 a 1

SCFIsCashShopEnabled=1<-------Cambiar de 0 a 1 para habilitar
