NewsSystem and Notice malfunction.

The problem with NewsSystem:
the messages runing really fast, you can not read what is written.

The problem with Notice:
instead of what is needed, it writes "0" or "240"

I was able to fix it in part, no longer listed "0" or "240" but the messages still run relatively fast.
I did not find an option to do "Delay" in NewsSystem, anyone know how to fix this?
I've seen videos of people who have used files and for them it's not like that.

IGC_NewsSystem.xml has a DisplayInterval
